Kitano Tenman Jinja stands above Kobe's Kitano district of foreign residences, which took its name from the shrine. Tradition says it was founded in 1180, when Taira no Kiyomori moved the capital to Fukuhara and had Kyoto's Kitano Tenmangu enshrined here to guard the new city's north-east. The terrace looks over the Weathercock House and the city to the sea.
